Commentary
This is the 6/28/1914 Crystal Comedy IN WRONG. Here's a review and synopsis from the 6/20/1914 issue of the Universal Weekly (pg. 20):

"Wearing of White Rose Causes Widow’s Arrest

“IN WRONG” Crystal Comedy – Released June 25

Vivian Prescott – Charles De Forrest
Charlie advertises for a wife. Madeline Blue, widow, writes Charlie to the effect that she will meet him at the park gate and he is to wear a white rose while she will do the same. The queen of the anarchists also writes to a perspective member, who is anxious to meet her, that she will meet him at the park gate and that he is to wear a white rose.

The queen and Charlie are first to arrive at the meeting place. Charlie dragged off to the anarchists rendezvous by the queen under the impression that he is an applicant for membership. The other man meets Madeline and accompanies her home, where she and her uncle are arrested under suspicion of being bomb throwers. The stranger turned out to be a detective. After many difficulties the girl and her uncle are released.

Meanwhile, Charlie has had his trouble. He finally makes his escape, having been ordered to blow up the judge, and succeeds in meeting Madeline and developing a quiet romance. "

I've also attached a scan of a photo from page 20, which although a bit dark, shows Charles De Forrest tied up, Vivian Prescott standing by, the men in the hooded robes, and the barrel labeled GUN POWDER. The films was directed by Phillips Smalley (husband of Lois Weber) and distributed by Universal.
