This film has been identified thanks to contributions from members of the Lost FIlms community.
This is believed to be an unidentified French Theophile Pathe film from circa 1910.
It appears that the plot is as follows:
At a party, a man dresses up in a white bear costume. The next scene is of town people rushing into the mayor’s office to complain about the bear and he issues a reward for the capture of the animal. The townsfolk find a hunter who comes across the bear in the woods after he has passed out from drinking. The hunter puts a corkscrew in the bear’s nose and leads him around by a chain. The film abruptly stops without any titles.

Commentary
This is LE TERRIBLE MERIDIONAL a Pathé frères production (nothing to do with Theophile Pathé) from 1908,
Prod. No. 2037, o.l. 165m. The edgcode was used by Pthé from 1909-1911, so the print was made thenn. Which archive holds the film? I might need it for an animal programme...
