This film has been identified thanks to contributions from members of the Lost FIlms community.
Concerns two rivals over Miss “Daisy". They pull pranks on each other at her party and end up racing milk carts down a hill.

This is only part one of two, with French main title card and intertitles. Tinted mos print. Possibly from about 1925.

The pictures are of the 2 rivals racing the milk carts, the main title card, the “Oliver Hardy” looking rival and the “Chaplin” gone bad looking main guy at a party fighting for Miss Daisy.

Commentary
This is a Jack White produced Mermaid Comedy. The smaller man with the curley hair is the star Lige Conley, and the big man with the moustache is character comedian Otto Fries.

This series was released by Educational Pictures. I have access to a number of their press sheets, and I'll check and see if I can find a match for this.

I've uploaded two scans from the Educational Pictures press book for THERE HE GOES. The first scan is a photo of Lige Conley in his racing outfit, and the other is the plot synopsis for the film. According to the synopsis the party sequence goes before the race.
