Plot synopsis: Footage of Roscoe Arbuckle dressed as a tramp, standing outdoors with a plate of food.

Through additional research,we believe this could be from one of the following:
1) A Brand New Hero (1914);
2) Fatty's New Role (1915)
3) The Other Man (1916) in which Arbuckle portrays a tramp.

Commentary
I've uploaded a photo of Roscoe as the tramp in THE OTHER MAN ('16) and the make-up and outfit is very similar to this fragment (the photo mis-identifies the other bum as Al St John but it's really Joe Bordeaux).

Checked my copy of FATTY'S NEW ROLE, and while he also looks similar in that there's no scene with Arbuckle and a plate of food.
