Synopsis:
Two men (one with a moustache, the other one without) meet in a rundown alley. They address a woman and ask her something. They walk on and hesitate going into a house, but continue to walk. Then they enter a building, walk up some stairs and go into a shabby house. They put on the light, sit down and talk. Outside on the street. The man without the moustache is awaiting the man with the moustache. When he arrives he is taken to a (political?) meeting in a room where a group of men is present. That first man introduces the other one to the chairman and they shake hands. The chairman holds a speech, and the first man does so as well.
